Dalian mayor Xia Deren, vice mayor Dai Yulin met with vice President Jiang Mianheng and President Wang Qingli of shenyang branch in the April 5, 2004 at noon in dalian hotel. The two sides discussed about revitalizing the northeast old industrial , energy  construction and the technical cooperation between Chinese Academy Sciences and Dalian. President Jiang thanks dalian government for its support to DICP on behalf of the Chinese academy of sciences and said it would do more from technology to make the contribution to local economic construction.

DICP director Bao Xinhe, deputy director Zhang Tao and Huang Xiangyang, and parts of the experts participating in "high-power proton exchange membrane fuel cell and hydrogen energy technologies" and exchanged ideas with city leaders about relevant projects.
